The e-WorForce Knowledge Portal is a free and citizen centric initiative to realize the development of workplace skills of the Philippine WorkForce through the use of community e-centers, Internet Cafe, Internet computer laboratories, and home-based Internet access, in all parts of the Philippines.

This is the common gateway to freely introduce the global on-line instructional resources, workplace skills assessment guidance, and job placement location in the Internet. It allows discovery, evaluation and use of workplace skills web-based learning resources that are responsive to the requirements of the local and global working environments.

It believes in not-reinventing the wheel, and promotes the re-usability of free and quality e-services in the digital world to meet the workplace skills and JOB NEEDS of the Philippine out-of-school youth, the under-employed, un-employed, the empowered women, and marginalized sectors.

It offers the platform for real-time web-based communication and collaboration of the learners and workplace skills training providers. It provides the on-line location that will enable the subject matter experts and instructors to publish and deliver instructional event anytime and anywhere with the use of free and open standard technologies and content. The TVET subject matter expert and instructors will be online through the e-TTI Atutor, TVET Wiki and TVET Weblog
